CHAPTER ONE

PURPOSE OF THE STUDY

The general purpose of this study is to examine the use of committees and group meetings in enhancing decision making in the Universal Basic Education Board, Awka, Anambra State.

  1. To know the extent to which committees and group meetings has helped in enhancing decision making in the Universal Basic Education Board in Anambra State.
  2. To determine the factors militating against the effectiveness of committees and group meetings in enhancing decision making in the Universal Basic Education Board, Anambra State.
  3. To proffer solutions to the problems facing the effective and efficient committee and group meetings in Anambra State Universal Basic Education Board.

CHAPTER TWO

LITERATURE REVIEW

In this chapter, the researcher is to review the diversified attempts people have made in several works in relation to the use of committees and group meetings in enhancing decision making.

The literature review of this study is built on the following heading to help the researcher in the study of the committees and group meetings.

THE CONCEPT OF COMMITTEES AND GROUP MEETINGS IN GENERAL   

McKenna (1974) defined committees as a group of individuals which is formed to consider and report on various matters which have been referred to them. The committee are varied in their scope and purpose ranging from a committee of a social club or church activity to the more important committees associated with company, local government and parliamentary administration. When once an association is formed, it is invariably the practice to arrange for its orderly functioning by means of committees. In the case of learned or philanthropic society, the council would be the main body and the executive committee is the body through which most of the business of the association is conducted and their report is being bring periodically to the council for approval.

Management through committees has been found to be the most efficient way of transacting business, whether it is of a body or association, company or authority. The advantages obtained from committee according to Shaoklet (1974) are as follows:

 

CHAPTER THREE

RESEARCH DESIGN AND METHODOLOGY

This chapter deals with the overall framework of the research. It focuses on the various methods employed by the researcher in the process of collecting and analyzing data for the study.

It presents the following headings;

Research design, area of the study, population of the study, sample size/sampling techniques, instrument for data collection, reliability and validity of the instrument, distribution and retrieval of the instrument and method of data analysis.

DESIGN OF THE STUDY

The design of this research work was survey research design. This is because the researcher make an accurate assessment of the opinion of the population concerning the impact and uses of committee and group meetings in enhancing decision making in Nigeria public service focusing mainly on the Universal Basic Education Board, Anambra State.

CHAPTER FOUR

DATA PRESENTATION AND ANNALYSIS

This chapter deals with the presentation, interpretation and analysis of the data generated from the questionnaire administered to the respondents. Here, the data collected, analysed and interpreted using simple percentage with the aid of questionnaires recorded from the three hundred respondents

SUMMARY, CONCLUSION AND RECOMMENDATION

SUMMARY

The major focus of this research study is the uses of committees and group meetings in enhancing decision making in Nigeria public service with a case study of Universal Basic Education Boards, Awka Anambra State, as it was intended to examine the various performances of committees and group meetings towards ensuring a meaningful decision making in the service.

The findings of this study were grouped into two main categories i.e. financial and management deficiencies.

  1. Financial Deficiencies: It was found out that financial problems constituted the most effective bottleneck towards the efficient and effective performance of their functions. The Universal Basic Education Boards depend much on the state and federal allocated revenues to perform its statutory functions. It was found out that the allocation to the Universal Basic Education (UBE) is not regular. It was also found out that the board has various viable sources of revenue generation like registration of students, payment of school fees, licenses of operating new school and commercial services. In this research, it was found out that the money realized are diverted to non- productive projects and programmes. The findings also shows that Universal Basic Education Board financial and materials assistance to schools in Anambra State for its socio-economic development was not carried out due to inadequate funds at its disposal.

The research also revealed that the chairman plays a predominant roles in ensuring that the committees activities are carried out within the approved guidelines.

  1. Management deficiencies: Here, it was equally found out that there are official corruption such as embezzlement of Universal Basic Education Board funds, under-utilization of some sources of revenues. It was equally found out that the lack of skilled manpower to implement the programmes and policies of the Board aimed at achieving the educational development have hindered the administrative performance of the Universal Basic Education Board.

CONCLUSION

This study has examine the uses of committees and group meetings in enhancing decision making in the Universal Basic Education Board, Awka, Anambra State and other attempts of state government to provide basic education for its citizens in the context of the challenges facing the Universal Basic Education (UBE).

Some of the challenges mentioned in this study are inadequate funding, poor administrative structure and corruption. The challenges were found to be militating against the objective of the Universal Basic Education programmes. In view of these challenges, the study has suggested certain measures that the state can put in place to help achieve the designed goals of the Board. The study therefore suggests for adequate review and monitoring of the Board programmes and policies as well as their projects in order to ensure efficient and effective management of their funds towards realization of the Board goals and objective respectively.

RECOMMENDATIONS

The uses of committees and group meetings should be encouraged because the cooperation in educational development programmes enhances the overall national development and provides one of the organizational mechanisms for generating motivation and encourages mobilization for future leaders as well as government participation in the decision making process in relation to a better socio-economic and educational well being of its citizens.

However, the researcher considered it necessary to offer the following recommendations.

  1. Government should ensure adequate provision of funds in order to enable them to execute their projects in the state.
  2. Similarly, internally source of revenue generation of the board should strongly be encourage in order to facilitate with the externally source.
  3. Professionals/skilled manpower should be engage in the service of the UBE, this is because it will encourage innovations and professionalism towards the effective and efficient formulation and implementation of the Board policies and programmes aimed at achieving educational development.
