CHAPTER ONE
Objectives of the Study
The study was set to achieve the following objectives:
- Determine the impact of staff management on the administrative effectiveness of primary schools in Oyo State.
- Determine the impact of staff management on the academic performance of primary school pupils in Oyo State.
- Determine the impact of staff management on effectiveness of school and community relationship among primary schools in Oyo State

Conceptual Framework
Meaning of Staff Development
Staff development within the context of school is a method by which the school authority review, renew and extend their commitments as amendment agents to the ethical functions of teaching; and by that they acquire and develop basic skills, discipline, and provide improved learning to the students in the school environment (Day 1999). workers Development, in line with Adesina (1980). Relates to the way and means by which staff performance needs are recognized and the extent to which leaders ensure that these needs are met. Likewise, Health (1989), defined staff development as a systematic attempt to harmonise individuals‟ interests and wishes, and their examined requirements for furthering their careers with the forthcoming requirements of the organization within which they are expected to work. Staff development refers to the range of activities that improve individual staff skills and knowledge in ways that improve their ability to undertake their job and which increase job satisfaction, performance and staff retention (staff development policy). Staff development refers to the institutional policies, programs and activities that facilitate and support staff in acquiring the skills, knowledge, and attitudes required to undertake current and future responsibilities and roles in ways that are consistent with the goals of the school. workers development also can be seen as a method that assists people in place of work or organization in achieving new skills and information, gaining increasing levels of ability, and growing professionally.
According to medical dictionary (2009) Staff development can be defined as the process of providing opportunities for employees to improve their knowledge, skills, and performance in line with the goals and values of the organisation and in relation to the interests and needs of the employees. This definition submits that the growth of employee development must be linked to the school district‟s strategic plan and to the short – and long range workforce assets. Such a concept requires an ability to anticipate gaps in the knowledge and skills of the workforce and how the changing school system‟s demographics, economic status, and present employee‟s inventory will impact the accomplishment of stated goals and objectives. In this sense, staff development places an emphasis on organizational learning and is provided at the identified time of need either by the organization, by an employee group, or by the individual worker. It emphasizes the premise of organizations will progress to the extent that people grow and develop. Staff development helps educators keep abreast of expanding knowledge base on education they can continually refine in their conceptual and craft skills (Gusky & Huberman, 1995).
The important purpose of staff development can be summarized as follows:
- To provide planned staff development opportunities that provide the learning necessary to enable the employee to perform at the level of competency required in current and future position assignments.
- To foster a climate that facilitates personal self-fulfilment, institutional effectiveness, human creativity, and system renewal.
- To serve the school system‟s primary goals: enhancing and achieving quality teaching and learning for students.
- To save money, it is costly to hire and then dismiss employees who do not work out. It is also costly to lose good employees because they are frustrated by the lack of opportunity for professional growth. It is wasteful to accept barely satisfactory work as the norm (NSBA, 1996). It is also wasteful not to provide opportunities that lead toward the objective of optimal development on the part of each individual.
- To establish viable and meaningful programs that enable system personnel to work cooperatively toward achieving the systems‟ goals and their own personal goals in the areas of achievement, satisfaction, and self- fulfilment.
CHAPTER THREE
RESEARCH METHODOLOGY
Introduction
This chapter presents the research design, population, sample and sampling techniques. Other segments include instruments for data collection, validity of the instrument, reliability of the instrument and procedures for data analysis.
Research Design
This type of research is descriptive in nature. The research design is a sample survey because it involves collection of information about the entire population, and collection of data from representative sample drawn from the entire population. According to Nworgu (1991: pp58-59), “descriptive survey aims at collecting data and describing it in a systematic manner, the characteristics, features or facts about a given population.” Thus sample best suits the purpose of our study.
CHAPTER FOUR
DATA ANALYSIS AND RESULT PRESENTATION
The chapter presented and analysed the data collected for the study. The presentation and analysis were based on the responses to the items for this study.
All the tables and interpretations follow below and hypothesis testing, t-test was used to indicate whether the hypothesis is to be accepted or rejected.

SUMMARY, CONCLUSION AND RECOMMENDATION
Summary
The study was set out basically to find out the impact of staff management on the efficient administration of primary schools in Oyo state. Questions in some areas such as staff management of in academic performance, management of school records, management of school facilities, management of school environment and management of school and community relationship, it was formed in order to find out the impact of staff management in general. The problem was stated based on the activities carried out within and outside the school. The observation shows that effective administration of primary school need an effective and constant management.
Some of the objectives of this research were in order to guide the researcher. Moreover, three (3) research questions and research hypotheses were formulated based on the areas of staff management in order to find out if management has any impact on efficient administration of primary school in Egbeda Egbeda, Oyo State. There are two (2) hypotheses tested. After the data analysis, all of the hypotheses were accepted. This signified that there is no significant difference on the opinions of both the two respondents which were the head-teacher and the school supervisors. The opinion of the two respondents and the hypotheses tested are as summarized below:
- The outcome stated that the teachers present their lessons within the time given by the use of chalkboard and teaching aids. And the teachers try their possible best in using the teaching methods and also the language and communication skills were used
- The study shows that the teachers and the staff management keep their records and maintained them The time book, lesson note books,P.T.A book, staff movement box, and scheme of work were all functioning in the schools, though the punishment books were not functioning in the schools according to the answers given by the respondents.
- The study also revealed that there are provision of school facilities such as the chairs, tables, playground facilities, toilet facilities by the management. But according to other responses there is less of provision of science and library facilities by the
- The study also revealed that due to staff management there is a cordial relationship between schools and their communities in Egbeda Egbeda, Oyo state. There are cooperation between the schools and this means that the community provides some essential needs for the school such as land, security, wells and encouragement by P.T.A. organizations. While on the other hand the staff management gives the community opportunity to use the school halls, classes and the school surroundings whenever they want it. The result shows that there is need for more assistance from the community in terms of books, tables, chairs and other day to day facilities for their young ones.

The study concluded that, management has impact on the efficient administration of primary schools in Egbeda Egbeda, Oyo state. The questions have been answered and the analyzed data showed that

The result of the stated 7 hypotheses were all retained. This means that management has impact on the efficient administration of primary schools in Egbeda Egbeda, Oyo State.
Recommendations
The following recommendations were made based on the result of the findings of the research work;
- Workshops and conferences on management of instructional work should be provided for the teachers in order to have current knowledge that will help them to give their best for the new millennium trends in The supervisors should be having constant management in public schools. There is need for more provision of school facilities that will help in teaching and learning.
- Keeping of test and examination scripts is very essential in schools, that is why the supervisors must make sure that they emphasize on keeping them. Provision of school facilities is a crucial issue, staff management should always try their best in producing more, while on the other hand, the pupils should join hand on maintaining
- There is need for more supervisory staff in Oyo state especially in Egbeda Egbeda the state. Management of school environment should be punctual in order to help the management in finding out if there is any weakness regards to it. Because the surrounding stimulates the teachers terms of teaching and learning. The school needs the community’s help in terms of provision of discipline and encouragement in the development of pupils’ While the community needs the school’s assistance in using the school compounds for election activities, festivals, post-school training and many more activities.
