Chapter One

Objectives of study

Generalย Objective

The general objective of this study was to investigate the effectiveness of public relations as a tool for resolving communal dispute between local government and elders inย Offa Local government council areaย in Kwaraย State,ย Nigeria.

CHAPTER TWO

LITERATUREย REVIEW

Theoreticalย Framework

This study was guided by the Human Relations Theory and the Cultural Organisationalย Theory.ย The humanย relations theory stemmed from developments in the decade betweenย 1930 and 1940 following the great depression in America. It is in this era that people startedย paying more attention to social factors that affected employees in their work in organizationsย afterย yearsย ofย applyingย Fredrickย Taylorsโ€™ย scientificย management,ย whichย viewedย peopleย asย parts of a machine. According to the theory, departmental level group dynamics need to beย informed by healthy leadership (Markert, 2008). The theory focuses on keeping channels ofย communicationย inย anย organisationย openย andย ensuringย thatย communicationย betweenย elders and their juniors flows continually, with a premise that information motivatesย as an informed employee is more involved and therefore moreย productive (Markert, 2008).ย Theย Humanย Relationsย Theoryย operatesย onย theย beliefย thatย theย centralย problemย inย allย organisationsย isย inย developingย andย maintainingย dynamicย andย harmoniousย relationshipsย (Okumbe,ย 2007).

The Cultural Organisational Theory is a product of works by Clifford Geertz and Michaelย Pacanowsky. According to this theory, culture is like a web and for culture to thrive, sharedย meaning, understanding and sense of making must be present (Griffin 2012). He adds thatย culture means using the same language and partaking in the same traditions. According toย Griffin (2012) it is Michael Pacanowsky that applied Geertz insights into the context ofย organisations. Pacanowsky, Griffin (2012) says, believed that organisations create their ownย webs and the process of making the web is communication. What this then means is that asย staff of an organization communicate with each other, they create shared meanings and asย such create a culture.ย The meanings are shared through stories that can be categorized intoย three: corporate stories, which may entail information which the management wants to shareย withย employees,ย personalย stories,ย stories about employeesย shared with each other aboutย themselves and collegial stories, which employees tell about each other (Galvan 2014). Theย latterย storiesย canย eitherย beย positiveย orย negative.

The two theories were appropriate for this study because community are organisations composedย of individuals that need to work together as a team to achieve their organizational goals. Toย achieve a communityโ€™s set objectives and mitigate conflicts in the community setting, there needs to beย openย communicationย betweenย the local government council andย theย elders.

This study sought to investigate if effective communication occurs between local government and theย elders to address conflict,ย which isย bound to arise where there is interaction ofย people. To achieve this, employees, in this case local government, need to be made to feel important toย the achievement of all the goals of an organisationย through communication, thusย the use ofย the Human Relations Theory. This is because the theory encourages two-way communicationย between workers and their seniors which can be used by the management to win cooperationย fromย theirย juniors (Lardbucket,ย 2012).

The Cultural Organisational Theory on the other hand allows the researcher to understandย who people are, what traditions they have, and why they celebrate the traditions, and to getย every side of the story (Galvan 2014). For example, from the stories, a researcher would findย outย theย valueย thatย anย organizationย attachesย toย communicationย andย howย conflictย withย employees is handled through communication. The researcher as well set out to explore howย employees, in this case local government, feel about communication and how conflict is handled inย their organization (community), through use of this theory. In basic terms, the theories enabled theย researcher to link local governmentโ€™ values, norms and those of the elders, to how they handleย communicationย andย in particularย communicationย inย relationย to conflictย resolution.

ย Conceptual Review

Public Relations

Public Relations have been as old as man. But modern Public Relations as a distinct discipline and management form is relatively new and often misunderstood as a result, there are many definitions of the discipline by many definers (Nwosu, 2001). Black (1990) defined Public Relations as the art and science of achieving harmony with the environments through mutual understanding based on truth and full information. This goes to show that you cannot have true and full information without regular and efficient two-way communication between the organization and its public. This is why public relations have been sometime described, as a corporate management.

Nwaizugbo (2004) in his own definition sees Public Relations as a marketing function that is an extension of the societal marketing concept which focuses every marketing decision, on customer satisfaction and welfare of the firmโ€™s larger public. The British Institute of Public Relations (1906) also defined Public Relations as the deliberate, planned and sustained effort to establish and maintain understanding between organizations. This definition has been expanded as the management functions that marries or reconciles public opinion and interest with corporate interest and policies for their mutual acceptance and mutual benefits (Nwosu, 1992).

 

CHAPTER THREE

RESEARCHย METHODOLOGY

Researchย Design

Since the interest of this study was the effectiveness of public relations as a tool for resolving communal disputeย between the local government council in Offa and elders in Offa Local government council area in Kwara, Nigeria, focus for sampling was on local government and elders ofย the community.ย But because it was not possible to do a census, the researcher did a surveyย and sampled 10 percent of the 629 Local government in Offa.ย Mugenda (2003) says that 10 percent of the accessible population is enough for a descriptiveย study.

This study adopted a descriptive survey design because the design enabled the researcher toย capture information from the targeted respondents confidentially.ย The design is appropriateย as it enables the researcher to generate statistical information on aspects of education thatย interestย policyย makersย onย communicationย of communal dispute,ย sourcesย of communal dispute,ย useย ofย communicationย toย addressย conflictย andย challengesย ofย using public relationsย toย addressย dispute between the local government council and elders in Offa Local government council area.

Targetย Population

This study targeted the local government council in Offa Local government council area of Kwaraย State. This is because even though there is village council, local governmentย council is the most stable in terms of availability as their population isย not likely to fluctuateย unpredictably as the other two categories.

Samplingย Techniquesย andย Sampleย Size

Sampleย Size

Sixty-two registered local government, were sampled for this study.ย The sample represented 10 per centย of theย 629ย of registered local governmentย in Offa.

Mugenda (2003) says that 10 percent of the accessible population is enough for a descriptiveย study, which this study was. And though 10 percent of 629 would be 62.9, 62 local government council members wereย selectedย as humanย beings canย onlyย beย representedย byย wholeย numbers.

Samplingย Techniques

Becauseย theย interestย ofย thisย studyย wasย theย effectiveness of public relationsย as a tool for resolving communal dispute between local government and elders in Offa Local government council areaย ofย Kwaraย State,ย Nigeria,ย focusย forย samplingย wasย onย local governmentย andย elders of the community in the locality. ย ย But since it was not possible to do aย census, the researcher did a survey and sampled 10 per cent of the 629 registered local government council members in Offa Local government area.

By use of stratified random sampling, the researcher was able to obtain samples from theย different levels that exist in communityโ€™ organizational structure. Stratified random samplingย helpsย theย researcherย toย segregateย aย homogenousย groupย forย studyย (Mbwesa,ย 2006).ย Theย stratified random sampling was followed by random selection of subjects from each stratum,ย toย give eachย memberย of the population equalย opportunityย toย participateย inย the study.

Summaryย ofย theย Study

The general objective of this study was to investigate the effectiveness of public relations as a tool for resolving communal dispute between local government and elders inย Offa Local government council area in Kwara State,ย Nigeria.ย The study was guided by four objectivesย as follows: to investigate sources of communal dispute between the local government council and elders, howย dispute betweenย the local government council andย eldersย isย communicated,ย theย effectย ofย using public relationsย toย addressย dispute betweenย the local government council andย eldersย andย theย challengesย ofย using public relationsย toย addressย dispute betweenย local government and elders in Offa Local government council area in Kwara State,ย Nigeria.

To achieve the objectives, the study adopted the descriptive survey design. This enabled theย researcher to obtain data from the respondents confidentially. Because the researcher couldย not reach the entire population of 629 local government, a sample of 62 respondents was used forย generalizationย ofย theย findingsย ofย theย studyย toย theย entireย population.ย Questionnairesย andย interview schedulesย were usedย to obtainย data fromย local government.

However,ย theย interviewย schedulesย wereย onlyย usedย toย obtainย additionalย dataย fromย keyย informants as they were few and required more time to conduct. Validity and reliability of theย instruments was obtained through piloting. The data obtained for the study was anlaysedย descriptivelyย using SPSS andย thematically.

The first objective was to investigateย the sources of communal dispute between local government and elders in Offa Local government council area, in Kwara State,ย Nigeria. Under this objective, the study sought to find out first if conflict was experienced inย the community. The finding was that majority of the respondents said dispute between local governmentย and their elders usually occurred in their community. Majority of the respondents alsoย said they had experienced conflict with the elders. Asked about what causedย dispute in their community, majority of the respondents listed communication asย one of theย major contributors of communal dispute even though other reasons contributing to conflict were given.ย The other causes of communal dispute given included competition, resources, the person conveying aย message,ย negligence ofย duty,ย distribution of workloadย andย theย time table.

On the effect of communal dispute between local government and elders, respondents felt conflictย leads to poor performance of duty due to demoralization. They also said conflict led toย wastage of time, loss of self-esteem, reduced teamwork and if unchecked, it resulted to poorย studentย performanceย andย indiscipline.ย Apparently,ย onlyย respondent viewedย conflictย positively.

About how local government council members were treated when conflict arose between them and elders,ย majorityย ofย theย respondentsย saidย dialogueย betweenย themย andย theย elders was used to sort out issues. This means communication also played a role inย pursuit of reconciliation. Other respondents said warning letters were sent to local governmentย that were in dispute with the elders and in the worst case scenario; local government council members wereย transferredย orย askedย forย transfer.

This latter assertion was however disputed by the elders who were interviewed asย they said they did not keep records of staff they had differed with as doing so would mar theย local governmentโ€™ย reputationย withย theirย employer,ย yetย theyย (theย elders)ย viewedย themย asย colleaguesย whoย neededย toย beย treatedย humanely.

Theย secondย objectiveย wasย toย exploreย howย dispute betweenย the local government council andย eldersย is communicated in Offa Local government council area in Kwara State,ย Nigeria. Respondents were asked how dispute between local government and their elders wasย communicated and majority said the concerned parties held private meetings to sort mattersย out. However, other local government learnt of the conflict through grapevine which meansย though attempts are made to keep an individualโ€™s conflict private, matters still leak to otherย staff who were not involved in a conflict. Some respondents however expressed concern thatย sometimes, matters to do with them that the elders had not communicated reachedย them through grapevine meaning grapevine is seen as a major source of information in aย communityย situation.

On whether local government council members were given opportunity to express themselves, majority of the respondents said they expressed themselves in meetings. Some also said they sent their heads of departments to the senior elders if they had issues they needed attended to. Others said they generated gossip with the hope that those considered close to the elders would take the cue and pass the message on to the intended persons. However, there are those who said they keep quiet. They said they used silence when they felt their opinions would be ignored or that they would be victimized.

One interviewee said they used silence to induce self-correction and when they felt that theyย would be misunderstood or unnecessarily criticized. Some local government council members were also notedย toย beย naturallyย private,ย preferringย toย keepย quietย unlessย theyย wereย proddedย toย expressย themselves. Others resorted to going slow on their duties to prompt elders to addressย theirย concerns.

Conclusion

From the study,ย the following conclusions were reached: Dispute between local government andย eldersย areย normalย asย inย anyย otherย communityย inย theย societyย andย communicationย playsย aย majorย roleย inย triggeringย conflict,ย escalatingย itย andย deescalatingย itย butย in an attempt to address conflict, there are challenges that dog the process of communicationย likeย personalย attitudeย andย channelย usedย toย communicate.ย Itย isย alsoย importantย toย treatย peopleย one is in dispute with, with respect if a conflict is to be amicably resolved as people like to beย treated with respect. There is also need to increase the frequency of interaction betweenย elders and their staff to build staff morale. The interactions should allowย parties to openly express themselves. It was also clear that it is not always that people speakย their minds out and the silence does have meaning. When dealing with others especially inย situations of communal dispute, it is important to be objective and to listen to the parties involved withย anย openย mind.ย Thereย isย alsoย needย toย sendย clearย messagesย to reduce misunderstandings.

Recommendations

Recommendationsย onย Policy

The following are recommendations for policy. First,ย there is need to address conflict withย the parties involved in a conflict before tabling the same before people that were not involvedย in the conflict. There is also need to offer training to local government and elders on effectiveย communication so as to mitigate dispute in community and enhance teamwork and performanceย ofย dutiesย inย community.ย Additionally,ย itย isย importantย toย employย aย varietyย ofย meansย ofย communication instead of solely relying on meetings and whatever means of public relations is used to communicate between local government and their elders, the same should encourageย feedback to communication made. Lastly, there is need to treat local government with respect whenย communicatingย with themย orย handlingย aย conflictย concerningย them.
