Problems of Effective Service Delivery in Government Owned Establishment (Case Study of Anambra Broadcasting Service ABS Awka)
Chapter One
PURPOSE OF THE STUDY
The purpose of this study is to find out the causes and effects of ineffective service delivery in government-owned establishments with particular reference to Anambra Broadcasting Service (ABS) Awka. It is not only to know the problems and their effects on the service delivered by government-owned establishments but was equally aimed at proffering solutions to such problems and as well make recommendations for further studies.
CHAPTER TWO
LITERATURE REVIEW
BRIEF INTRODUCTION
This chapter focuses on literature review which has to do with the collection of the view of scholars that seem related to the study. To this end, effort has been made towards articulating the works of different authors who though in their diverse environment has delivery in government owned establishment. Nonetheless, their views is unarguably relevant to the purpose and conduct of the study.
For a broader perspective and proper review of related literature, the chapter has been partitioned into various subheadings which are listed here under: –
THE CONCEPT AND DEFINITION OF EFFECTIVE MANAGEMENT.
According to L.W. Shami (1969), on his own contribution on effective management, he said that management has two principle functions. The planning and operating functions.
The planning aspect is concerned with the establishment of the objectives of the business, formulation of plan to achieve those objectives. The operational function on the other hand has to do with translating that policy into action. According to Aniemeka (1999) classified the operating function to include the following.
- Procurement: This has to do with obtaining the proper kind and right number of personnel necessary to accomplish organization goals. It equally deals specifically with issues like the determination of human resources requirements and their recruitment selection and placement.
- Training and development: This has to do with giving sound training to the workers. This is because the training which workers acquired through formal education in the school may not normally be enough. Also because of the changes in technology, the realignment of jobs, and the increasing complexity of the managerial tasks.
- Compensation: It is the duty of the personnel manager to ensure that wages and salaries are paid to the employees and that such wages and salaries paid to the workers will satisfy their immediate physiological needs.
- Industrial Relations and Joint Consultations: This is another function performed by the personnel manager. It is the duty of the personnel manager to ensure that there are machinery instituted negotiations and joint consultations. Other functions performed by the personnel of manager include employment welfare, integration maintenance and separation.
The objectives of management according to Russel L. (1986) is basically to identify the most important problems hindering the operational effectiveness and efficiency in government establishment and finding solution to it.
Management effectiveness requires certain knowledge, skill and practice. It is obvious that technical skill is required in accomplishing an assigned task.
According to Bill Reddin (1970), He said that effectiveness is the extent to which a manager achieves the output requirement of his position. Efficiency is the ratio of output to input. This can be obtained by high output in relation to high input.
The management process is guided on the various interactions of people that make up the organization, those who held managerial position by various levels are responsible for directing, influencing, motivating, guiding and controlling the performance of the subordinates as the work together towards achieving the corporate objectives.
CHAPTER THREE
RESEARCH METHODOLOGY
Research methodology is a description of the study area of study, population sample size etc. It is the presculation of the detail account of how the study was carried out. It equally deals with the distribution and retrieval of the instrument.
BRIEF OUTLINE OF THE STUDY
This study shows or describes the design of the study area of the study, population, instrument for data collection etc. It comprises all the method that are in chapter three. Design of the study is plan structure and strategy which the researcher used to obtain reliable answer to research questions posed and hypothesis formulated for the study if any.
DESIGN OF THE STUDY
In order to gather enough and relevant information needed for this research, the researcher used mainly the research questionnaire. The researcher also stayed some reasonable number of hours in the establishment to observe for himself the workings of the ABS. In order to supplement the information, oral interview was used. In questionnaire design the research used “Yes or No” option. Multiple choice questions and open ended question. Questions were distributed to all the selected sample of ABS senior and junior staff. The questionnaire were distributed by hand to make sure that they were collected by the staff of ABS Awka.
AREA OF THE STUDY
This study was carried out in Anambra Broadcasting Service (ABS) Awka, in Awka South Local Government Area Anambra State. The establishment comprising both senior and junior staff.
POPULATION OF THE STUDY
The population comprises both the senior and junior staff of Anambra Broadcasting Service which has a total population of four hundred (400) staff. Fifty (50) staff are senior while 350 are junior.
CHAPTER FOUR
PRESENTATION AND ANALYSIS OF DATA
INTRODUCTION
Here, the data collected from Anambra Broadcasting Service Awka (ABS) is been presented and analyzed. As mention in the previous chapter, the researcher distributed questionnaire to both the senior and junior employees of ABS.
125 questionnaires were correctly answered and returned to the researcher. This shows that the respondents were interested in the study and are willing to contribute to the success of the study.
CHAPTER FIVE
SUMMARY, CONCLUSION AND RECOMMENDATION
In this chapter, the result of the study is critically discussed and some conclusions drawn from the findings were enumerated and recommendation given.
SUMMARY OF FINDINGS
The Anambra Broadcasting Service Awka like other government owned establishment is facing a myriad of problems occasioned by the economic downturn in the nations economy.
In the first place, the establishment is facing the problem of obsolete equipment, lack of proper funding from the government and insufficient internally generated revenue through commercial returns. Also the relationship between workers and the management have not been very cordial this has seriously affected their job, some deliberately decided to come late to work and are ready to receive query from their immediate boss or from the management.
Furthermore, there is no job satisfaction, the employees of Anambra Broadcasting service loose interest in the job due to all the above problem. They also lack staff bus, which contributed to the loss of interest on the job by the workers. Even the junior workers sometimes felt reluctant to come to work on time and at times they come only to be disappointed by the affair situation, this will make them to remain idle and tired. The worst past of it is that they cannot leave the office until their working hours expire. From the research findings also, it is seen that efficient management is what is needed to guide the organization in proper decision making.
Finally, fear of blame prevent the workers from using their initiatives in carrying out their official duties and not only that, the economic situation has not helped matters at all, as companies and advertising agents who volunteer to patronize ABS commercial department are equally having financial problem and all efforts geared towards looking inwards for financial succor have not yielded the desired result.
CONCLUSION
The study on the problems of effective service delivery in government owned established with Anambra Broadcasting Service (ABS) as a case for the study makes it clear that lack of proper funding from the government makes no organization (ABS) function effectively and achieve no purpose.
Also obsolete equipment in this case Anambra Broadcasting Service (ABS) cannot function effectively with old equipment and in as much as their capital base is insufficient. Again poor relationship between the workers and the management are the greatest problem facing Anambra Broadcasting Service (ABS) Awka, as a result of this the worker does not produce effectively.
Again the lost of interest on the job by the workers of Anambra Broadcasting Service (ABS) was as a result of numerous problems facing the establishment and it effective delivery.
Finally, lack of motivation of the workers result into low productivity and is a problems of effective delivery on government owned establishment.
RECOMMENDATIONS
In view of the above findings and conclusions on the problems of effective delivery on government owned establishment (ABS), the following recommendations are hereby made.
- Good management and adequate finance should be provided to the establishment. These will help to ensure that the problems facing (ABS) Awka becomes a thing of the past.
- Adequate advertising media should be utilized in recruitment and selection of competent qualified personnel devoid of favoritism and Nepotism.
- Adequate working materials and equipment should be provided in abundance to workers so that the desired output can easily be achieved for no establishment con function effectively with an old equipment.
- The personnel manager of the establishment should strive hard, as much as possible to create a good rapport with subordinates, customers and as well as the entire public. They should be regarded as partners in progress.
- Management should work out staff condition of service in line with similar establishment as obtained elsewhere so that the workers or staff of (ABS) Awka would not resign their appointment unduly or protest against the wishes of organizational goals.
Training of staff frequently through organization of seminars, workshops, conference as well as symposium for them.
LIMITATION OF THE STUDY
A study of this sort cannot be conducted without some problems associated with the conduct of the study. Some of the problems encountered by the researcher are:
The researcher encountered financial difficulty as it was not easy for the researcher to cope with the huge financial requirement in carrying out a study of this nature.
Also, the researcher faced the problem of non-responsiveness from some of the staff of the establishment. Some staff felt reluctant in answering question from the researcher. This effected the progress of the work. Some staff were even afraid to disclose some of the information concerning the establishment which inturn affect desired and accurate data needed by the researcher.
Finally, lack of time was another problem. This is because the researcher was equally occupied with other duties which did not allow him to use all his time in getting every information needed.
SUGGESTION FOR FURTHER STUDIES
This research should be extended to the Broadcasting station and government owned establishment in other parts the country.
Moreover, further research should be carried on the implications of government poor relationship with their employees. Lack of finance and lack of equipment to carry out the duties of the Broadcasting Service, such as lateness to work and absentism that create avenue for inefficiency and ineffectiveness in government owned establishments.
