The tertiary institutions is a higher education, a post-secondary section of the national education system of Nigeria was programmed to educate universities, colleges of education, polytechnics, colleges of Technology Technical Colleges and Universities of Technology (section five, paragraph thirty-one of the National Policy on Education (FGN, 2004). Other functions of the tertiary institutions are higher education such as teaching and research, also to be able to develop students’ man power and to develop nation. Further, section 5 paragraph 32 of National Policy on Education states that tertiary institution are to perform the following such as development, inculcation of proper value – orientation for the survival of the individuals and society. Also, tertiary education is to help in the area of acquisition of an objective view of the local and external environments of individuals and these could be achieved through teaching research, dissemination of existing and new information and service to the community such as seminars, workshops and educative forum etc.

Tertiary institutions generally are to assist in the development of the nation’s development goals. To ensure a success of higher education in Nigeria, though all these functions are still in the tertiary institution. Defining tertiary education may be a little difficult. This is so because it refers to the gamut of all post-secondary educational institutions. It is used synonymously with higher education. These include the University, Polytechnic, College of Education, Vocational Training Centre. Their goals, according to the National Policy on Education (FRN, 2014), include:

  1. To contribute to national development through high-level relevant manpower training.
  2. To provide physical and intellectual skills which enable individuals to be self-reliant and useful members of the society.

CHAPTER THREE

RESEARCH METHODOLOGY

INTRODUCTION

In this chapter, we described the research procedure for this study. A research methodology is a research process adopted or employed to systematically and scientifically present the results of a study to the research audience viz. a vis, the study beneficiaries.

RESEARCH DESIGN

Research designs are perceived to be an overall strategy adopted by the researcher whereby different components of the study are integrated in a logical manner to effectively address a research problem. In this study, the researcher employed the survey research design. This is due to the nature of the study whereby the opinion and views of people are sampled. According to Singleton & Straits, (2009), Survey research can use quantitative research strategies (e.g., using questionnaires with numerically rated items), qualitative research strategies (e.g., using open-ended questions), or both strategies (i.e., mixed methods). As it is often used to describe and explore human behaviour, surveys are therefore frequently used in social and psychological research.

CONCLUSION

Education is concerned with the development of the total personality of students and positive changes in their behavioural patterns. Citadels of higher learning are supposed to serve as a training ground for youths who are supposed to be leaders of tomorrow. However, the proliferation of indecent dressing among students of higher institutions has become a subject of debate among education stakeholders. The rate at which indecent dressing has infiltrated into the moral value and academic progression of College of Education, Ekiadolor, Edo state students is alarming. Most female students are now preoccupied by what to put on to seduce the opposite sex than what to read to become someone responsible in future. Some of the male students also spend their precious time wearing tattered dresses all in the name of fashion, with little consideration for moral uprightness. All these immoral acts of indecent dressing are being perpetrated with impunity without recourse to the fact that College of Education, Ekiadolor, Edo state is not a “jungle” but an educational institution where knowledge is impacted. In order to be a beneficiary of quality education or holistic education, one requires to be dedicated, hardworking and serious with their books. Having divided-attention or loosing concentration during lectures as a result of provocative dressing is an affront to the vision of quality education. It is therefore necessary that all stakeholders of education in Nigeria be proactive in coming out with measures to stop indecent dressing on tertiary campuses, especially on College of Education, Ekiadolor, Edo state campus. If it could be possible, there must be a dress code for all College of Education, Ekiadolor, Edo state students which should be included in the Students’ Handbook for consumption by students. This code should be enforced by setting up a task force made up of security men on campus and lecturers. Any student caught on College of Education, Ekiadolor, Edo state campus dressed indecently in contravention to the code should be rusticated from the school. This will serve as a deterrent to others. Best (2012) supports this recommendation by stating that dress codes will make students imbibe the culture if appearing decent even after graduation. Also, this study proposes that the school in consultation with the fashion department could come out with uniforms for both male and female students to curtail indecent dressing. Quite apart from that, the Guidance and Counseling Unit of the school should be resourced to educate students on the dangers of indecent dressing and its possible effects on their studies. By these, indecent dressing on College of Education, Ekiadolor, Edo state campus will be brought to a minimum.

Recommendations

In order to curb indecent dressing on College of Education, Ekiadolor, Edo state Campus, very practical initiatives must be embarked upon to educate the student populace about the potential dangers associated with it. This is necessary to prevent further decline in the academic performance of College of Education, Ekiadolor, Edo state students. Recommendations aimed at addressing indecent dressing are directed towards finding a lasting solution to this menace as thus;

  1. Since it is evident that indecent dressing bothers so much on morality, it will be prudent that College of Education, Ekiadolor, Edo state students are taught lessons on morality and the strict adherence to our cultural norms.
  2. Students who dress indecently to lectures should be sacked from the lecture halls, and advised to dress decently before returning back to the lecture halls.
  3. A dress code or a uniform in consultation with the fashion department should be introduced.
  4. There should be an award for decently dressed students at the end of every academic year.
  5. The stakeholders of tertiary institutions should be involved in instituting measures to harmonize dressing in all tertiary institutions
  6. The Guidance and Counseling unit of College of Education, Ekiadolor, Edo state should organize programmes to educate students about indecent dressing.
  7. The government should domesticate Nigerian films and regulate the in-flow of foreign films. They should monitor the internet by blocking some sites that contain nudity, pornography, and indecent materials. The government should promote the African culture, values, and norms through conferences, seminars, and even television programmes. Government and other stakeholders in the education sector should encourage high institutions in developing enforcing policies to curb this menace (e.g. dress code policy).
  8. Schools management should give orientation to new students immediately after their admission and registration exercise. Conference, seminars, and workshops should be organized for both the students and staff to create public awareness on the importance of dress code. The management should give rewards for decent dressers. Penalty for indecent dressing should be spelled out and strictly implemented. This will prevent further flouting of the law.
  9. Lecturers and staff should be reminded and encouraged to help in implementing the dress code. Human development Counsellors should organize group and individual counselling and help young people understand the effects of indecent dressing.
  10. Parents should be good examples to their children, spending quality time with them, monitoring what they wear and carefully selecting clothes they buy for their children from a young age, and being careful with what they expose their children to especially on media or the internet. The students should see themselves as role models; therefore they should be conscious of their mode of dressing.
