CHAPTER ONE

Objective of the study

The objectives of the study are;

  1. To determine the effect poor cost estimation on abandoned project in Enugu-Onitsha road
  2. To examine the effects of abandonment of Enugu-Onitsha road on National development
  3. To determine the relationship between abandoned project and national development

CHAPTER TWO

LITERATURE REVIEW

GOVERNMENT ABANDONED INFRASTRUCTURAL PROJECT AND THE ECONOMY

Government developmental projects or infrastructure are conceived with the intention to improve and sustainably enhance better life in any economy. But unfortunately, these lofty projects are abandoned without completion for years. Huges (1986) is of the views that improper understanding and utilization of the core project managerial skill such as wrong reward system and the communication of the project goals could be a frustrating factor. Other scholars (Albinu & Jagboro, 2002; Chan, Scott & Lam, 2002, and Akindoyemi, 1989) suggested lack of project team promise; incompetence of the contractors, project politicization and poor funding. It is believed that all infrastructural projects are not in the same classification in terms of cost, design, location, climatic condition, materials required and duration; therefore certain inherent impediments in some projects may lead to its unplanned suspension or incompletion within the specified timeframe. The above argument is however not sustainable as Ayodele and Alabi (2011), Efenudu (2010), and Aluko (2008) maintained that inconsistency in government policies, persistent community eruption and interference; inappropriate allocation of project funds and lack of proper development timing are the bane of most projects abandonment. A very recent thinking on the causes of project abandonment stressed vehemently on corruption, lack of continuity of government policy and programmes and poor formulation and implementation of policies by successive administrations (Pius, 2017; Moses, 2016; Ekong, 2016). Therefore, a national policy that will support and criminalize abandonment of projects by successive government is advocated. All these factors constitute imperative effect of causing the projects to be abandoned, hence denying the nation of the expected benefits. As earlier explained, project abandonment refers to a condition of discontinuing tangible activities towards the completion of a project within a specified period. In the event of abandonment of any project, all the social, environmental and economic gains that are expected to be derived from it are forfeited. Since project infrastructure affects all category of persons, scholars from various fields bared their minds on its effects to the economy.

 

CHAPTER THREE

 RESEARCH METHODOLOGY

INTRODUCTION

In this chapter, we described the research procedure for this study. A research methodology is a research process adopted or employed to systematically and scientifically present the results of a study to the research audience viz. a vis, the study beneficiaries.

RESEARCH DESIGN

Research designs are perceived to be an overall strategy adopted by the researcher whereby different components of the study are integrated in a logical manner to effectively address a research problem. In this study, the researcher employed the survey research design. This is due to the nature of the study whereby the opinion and views of people are sampled. According to Singleton & Straits, (2009), Survey research can use quantitative research strategies (e.g., using questionnaires with numerically rated items), qualitative research strategies (e.g., using open-ended questions), or both strategies (i.e., mixed methods). As it is often used to describe and explore human behaviour, surveys are therefore frequently used in social and psychological research.

CHAPTER FOUR

DATA PRESENTATION AND ANALYSIS

INTRODUCTION

This chapter presents the analysis of data derived through the questionnaire and key informant interview administered on the respondents in the study area. The analysis and interpretation were derived from the findings of the study. The data analysis depicts the simple frequency and percentage of the respondents as well as interpretation of the information gathered. A total of eighty (80) questionnaires were administered to respondents of which only seventy-seven (77) were returned and validated. This was due to irregular, incomplete and inappropriate responses to some questionnaire. For this study a total of 77 was validated for the analysis.

CHAPTER FIVE

SUMMARY, CONCLUSION AND RECOMMENDATION

Introduction

It is important to ascertain that the objective of this study was to ascertain incidents of abandoned projects in Nigeria: implication for national development. In the preceding chapter, the relevant data collected for this study were presented, critically analyzed and appropriate interpretation given. In this chapter, certain recommendations made which in the opinion of the researcher will be of benefits in addressing the challenges of incidents of abandoned projects in Nigeria: implication for national development

Summary  

This study was on incidents of abandoned projects in Nigeria: implication for national development. Five objectives were raised which included;To determine the effect poor cost estimation on abandoned project in Enugu-Onitsha road, to examine the effects of abandonment of Enugu-Onitsha road on National development and to determine the relationship between abandoned project and national development. A total of 77 responses were received and validated from the enrolled participants where all respondents were drawn from Julius Berger. Hypothesis was tested using Chi-Square statistical tool (SPSS).

 Conclusion

 What logically follows the analysis of abandoned highway project of Enugu-Onitsha express way is that the users of the road have been exposed to such scourge and brazen environmental abuse for a length of time and they may have lost all essential life’s sustaining elements. That is, several issues bordering on life and longevity have been gravely affected. So the position of our study is as follows: Federal government should urgently look into the environments for immediate remediation and restoration of this road for the betterment of the people living in this environment.

Recommendation

The Nigerian government should ensure that they award road construction project contracts to those who are capable of completing the projects.

  • That government should award contracts to those contractors that have strong financial base for their project.
  • Nigerian government should make every effort to supervise the work for the safety of the citizens and when there is change in administration, previously commenced project should not be abandoned.
  • The most important and immediate consequences of environmental pollution takes the form of damage to human health. Not only is health an end in itself, but a healthy work force is essential to the development process as a whole, hence Nigerian government has an urgent to help the citizens living in this area
