Functions and Achievements of Government Support Agencies in the Development of Enterprenuership in Enugu State. (a Case Study of National Directorate of Employment (N.d.e)
CHAPTER ONE
PURPOSE OF THE STUDY
The aim of this study is to take a segment of the government support agencies (NDE) and study her functions and achievement in the development of entrepreneurship in Enugu state.
Whether the establishment of national directorate of employment (NDE) has a positive effect impact on entrepreneurship development in Enugu State or not.
If the programmes of the NDE has helped to achieve her mandates or not.
Whether the development of entrepreneurship in Enugu state can be attributed to the establishment of NDE or not.
Come out with findings and subsequent suggestion that would be of great benefit to other government agencies might be experiencing similar problems diagnosed in this research.
CHAPTER TWO
LITERATURE REVIEW
2.1 INTRODUCTION
The essence of the chapter is to critically look at some solvent literary work that appear to have theoretical relevance to the research work and indicate their strength and weakness and how they impinge on this work.
To the end, therefore, this chapter has been structured into three much sections
- Entrepreneurship development
- Need, scope and characteristics of entrepreneurship.
- Various government support agencies and their functions.
This will enable us to appreciate the problems as they relates to the referenced organization of this work: National directorate of employment (NDE) which is one of the government support agencies.
ENTREPRENEURSHIP DEVELOPMENT
Entrepreneurship is a catalyst for economic growth. Drucker Peter (1986) suggested that the work of entrepreneurs drives free market economy. Yet economists have been slow to recognize the central role played by entrepreneur in driving growth.
As creators of new organizations, entrepreneurs are giving other jobs and a chance to become part of growing organizations. The government of Nigeria has recognized the value of entrepreneurship and has fostered it in part by creating empowerment zones, a practical that helps funds entrepreneurial enterprise in certain areas needing additional development. According to Ani Nnenna B (1999) P2 It is anticipated that these new enterprise will grow and produce some of the goods that the country has until now imported, thus conserving our dividing foreign exchange earnings. It is hoped that these new enterprise would help not only to generate employment opportunities for or school leavers and university/polytechnic graduates and earn some foreign exchange for the country.
CHAPTER THREE
RESEARCH DESIGN AND METHODOLOGY
RESEARCH DESIGN.
In this research which is a case study type, historical and descriptive research design is chosen. Such descriptive design describes the various government support agencies and their functions. Whereas the historical research design tells the achievements of the National directorate of employment (NDE) in the development entrepreneurship in Enugu state. The researcher while conducting this study made use of data from both primary & secondary sources. The primary data were obtained from the response to the questionnaire administered to the trainers and the trainers of the NDE. Another source of primary data is the result of the oral interview of some selected staff of the NDE whom the researcher felt could have answers to some of the problems areas of this study. Hence, journals, write ups, papers presented in symposia and text books.
CHAPTER FOUR
DATA PRESENTATION AND ANALYSIS.
PRSENTATION AND ANALYSIS OF DATA.
As mentioned in chapter 3, the researcher distributed two different questionnaires. One of them was sent to the NDE trainers where as, the other was sent to the trainers of the NDE respectively. The questionnaires were distributed randomly. The tables below shows the distribution and collection of the questionnaires.

DISCUSSION, RECOMMENDATION AND CONCLUSION
DISCUSSION OF RESULTS/FINDINGS.
In Enugu state, there are organizations and agencies that are involved in the promotion and development of entrepreneurs can obtain the necessary information they required to establish and run their business successfully.
The following are the researcher’s findings in carrying out a study on functions and achievements of government support agencies in the development of entrepreneurship in Enugu state with reference to the national directorate of employment (NDE):
- NDE was established in Enugu state on the 30h of January 1987.
- According to decree no 24 of the 19thOctober, 1989, the statutory functions of the NDE are:
- To design and implement programmes to combat mass unemployment.
- To obtain and maintain a data bank on employment and vacancies in the country with a view to acting as a clearing house to link job seekers with vacancies in collaboration with other government agencies.
- The directorate admits 100 trainees into the national open apprenticeship scheme(NOAS) every year this shows that about 1000 beneficiaries of the NOAS are produced every year. Hence, since the inception of NDE in Enugu state (ie 1987) the directorate have produced about 16000, beneficiaries from the national open apprenticeship scheme.
- The female trainees are more in number than their male counterpart.
- Presently, there are 125 trainees under the NDE national open apprenticeship scheme.
- Majority of the trainers did not receive their training under the NDE. This was disclosed by the counseling officer II and 78.6% of the trainers.
- The educational background of the trainers include: primary school certificate, 5.75 (class iii), G ( (class iv), west African school certificate, OND, HND and university certificates.
- The government do offer loans to the trainees who have completed their training under the national open apprenticeship scheme. However, it was discovered that there are some NDE graduates who have not received their own loans. In addition the principal enterprises development officer (PEDO) revealed that the directorate have stopped giving loan to the participants of the entrepreneurship. Development programmes (EDP) start your own business (SYOB) training programmes because the government no longer send money for that.
CONCLUSION
Based on the result of this study, the following conclusions were made:
- The establishment of the NDE has a positive effect/impact on entrepreneurship department in Enugu state.
- The growth in the number of small business or entrepreneurial organization in Enugu state can be attributed to the establishment of NDE.
- The National directorate of employment has helped to introduce new ideas and methods of production in Enugu state.
- The directorate faces some difficulties due to inadequate finance.
IMPLICATION OF THE RESEARCH FINDINGS
- Since the monthly allowances, which enable the trainees to transport themselves to and from their various training centers is no longer given to them by the directorate, some of them who are poor are not motivated to go to training regularly. This can, make these trainees to acquire insufficient entrepreneurial skills, leading to incompetence in business.
- The directorate lacks adequate finance to carryout her programmes. The implication of this is that the NDE finds it very difficult to achieve her mandates effectively and efficiently.
iii. Some of the participants of the NDE programs have not received any loan from the government. The implication of this, is that they may not establish their own business unless they are given these loans. This shows that some of the trainees still remains unemployed after their training.
RECOMMENDATION
The following recommendations have been proffered based on the findings of this study.
- Since majority of the trainers did not undergo the NDE training programmes before establishing their own business organization, they may charge the directorate too much for training the trainees. Therefore I advice the directorate to select most of their trainers from among the beneficiaries of the NDE programmes, because save some amount of money for her programmes.
- Government should be allocating enough fund always to the NDE programmes so that the directorate will carried out the programmes and offer loans them.
iii. The trainees are supposed to be paid some allowances from the directorate. This can be achieved if government can supply some funds.
LIMITATIONS OF THE STUDY
The scope of this study is very wide if it has to be carried out in all the government agencies in Nigeria. The study is limited, based on the fact there is no time and material resources to see to the whole nation, so it is limited to Enugu state, due to these constraints which are:
- The huge amount of money involved in carrying out the research of this nature is the most notable constraint since the research have to visit most of the NDE training centers scattered around Enugu state.
- The content and geographical coverage of this study was large when compared with the time needed to complete the study.
- Transportation can be problem to the researcher in to reach different areas where NDE centers are located in the nations.
SUGGESTIONS FOR FURTHER RESEARCH
The following topics have been suggested scale for investigation in order to carryout further studies on functions and achievements of government support agencies in the development of enterprise ship.
- A study on the difficulties of the government support agencies in achieving their mandates.
- An evaluation of the procedure and guidelines for granting loans under the government support agencies programmes.
- The study on functions and achievements of government support agencies in the development of entrepreneurship in Enugu state should also be carried out with reference to other agencies such as the industrial training fund (ITF) industrial development centers (IDC), national economic reconstruction fund (NERFUND) etc.
