Design and Implementation of a Computerised Traffic Offence Documentation System. (Case Study of Federal Road Safety Commissioner, Enugu)
Chapter One
PURPOSE OF THE STUDY
This study is designed to help federal Read safety commission to document all road traffic offences incurred by the road users.
This study also tries to give an in-depth looking in the easiest and most effective way for the growth and development of the federal Road safety commission of Nigerian in order to control and render its activities to the Nigerian and other coteries.
OBJECTIVES OF THE STUDY
The objectives are as follows:
- To provide better services to the public and users.
- To keep records that are compact, integrated and up dated
- To produce a system where information and output report will be produced or made available much faster more accurately and more detailed to the commission and the public (Road users).
CHAPTER TWO
LITERATURE REVIEW
Computerization is the process of building a new system upon a computer technology for input, output, processing and storing. Computer entirely replaces the manual system that is using only paper and pencil for processing.
In Barba D.L.A (1979) in his contribution says that computerization does not only involve computer technology consisting to only hardware and software but also the communication link, that is it establishes the link for data communication devices to interact and share data as well as transferring data/information from one location to another. Besides, computers can be used for keeping records and these records are always available whenever they are needed and the need of carrying office file from one place to another is eliminated and in most cases some document may get lost or be tampered with the transmit.
Davies D.W (1979) state that computers have replaced manual technology because of its ability to process large volume of data or even handle complex work (processing cap ability) at a very high speed. It gives out accurate result at each time except when it is fed with incorrect data, Garbage-in-garbage-out. Hence, the need for computerization is certified.
In Federal Road Commission, Enugu, computerization help to keep accurate offender’s records in which case one can call up an offender’s record to find out necessary information about the offender when needed. This also helps to reduce redundancy in collecting offender’s record and also eliminate the problem of missing of some offender’s files.
Also French CS. (1996) states that a file is a document stored in the computer individually by name and is organized in a particular way with a well defined structure consisting of a collection of records each of which are made up of files.
Henry C.L. (commented that a typical organization has a large number of files, many of which may be stored on a computer device. We call these data machine readable because one can use computer to process them. Paper files on the other hand are much less accessible. A large organization related file as part of a database.
French C.S also defined a database as a single organization collection of structured data stored with a minimum of duplication of data items so as to provide consistent users of the system but is independent of programs that use the data. Databases are normally set up in order to meet the information needs of major parts of an organization. It is not possible to construct a database in a single operation; it is usually built up section. During this process it is possible to:
Add new “files” of data.
Add new fields to record already present in the base.
Create relationship between the items of data.
A database requires being stored on large capacity direct access devices. The usual medium is the magnetic disk. For security purposes a copy of the database may be held on magnetic tape or disk.
Like in Road Safety commission, offender’s data may be duplicated, it is important to realize the duplication are minimized and controlled. This is referred to as controlled redundancy.
Although to the user, the database may appear as a collection of files, data in database is organized in a more complex way than data in conventional files. Database may be classified according to the approach taken to database organization. The classes are relational, network, hierarchical and file inversions. But these project works discuss more on relational database, which is it users, types of table called relations.
Data description must be standardized for this reasons a data description language (D.D.L) is provided which must be compared to the declarations and processing statement in a compared to the declarations and processing statement in a conventional programming language.
Since complex files are processed in the database, a complex software system called database management system is required for construct, expands and maintains the database. It provides the controlled interface between the user and the data in the database. The DBMS allocated storage of data.
CHAPTER THREE
SYSTEMS ANALYSES AND DESIGN
INTRODUCTION
In this chapter various sources of data collection methods, interviews and analysis of the current and the proposed system are discussed.
Research methodology talks about the procedure, method or approach adopted. To carry out a project effectively and efficiently there must be a method, there must be a procedure.
SYSTEMS ANALYSIS
The reason for this section is to relate the necessities of having to solve the problem in the existing procedures so as to a specification that will be flexible which allows further applications to be embedded on it without having result in job duplication, routine recurrence or reoccur mismanagement. The absence of this is like creating a structure without an architectural analysis and design. It therefore describes how best computers in conjunction with other related resources could be applied to perform tasks such as data storage management.

System analysis can be defined as the process of analyzing an existing system with the goal of improving or modifying it.
Analysis is the separation into parts possibly with comment and judgments. It is also the study of a planned complex service of procedure to decide the quickest.
The over-all emphasis is to uncover some of the inherent problem and limitations the existing system has and to determine the extent to which the existing system is its organization objectives.
METHOD OF DATA COLLECTION
This part of the study portrays method used in carrying out the project, the instrument and the procedure for data collection from road users, traffic warded and some officers of federal road safety commission.
The approach includes;
- Interview
- Conversation
Review of some relevant problem encountered and also relevant literature about the existing system.
On reaching the federal road safety commission office, I was given a dummy copy of traffic offence form. Inside the files are the personal data, place and time of crime, vehicle details etc.
CHAPTER FOUR
SYSTEMS IMPLEMENTATION
INTRODUCTION
Implementation of the system involves writing a computer program, testing and eventually change over to the new system. It also spells out how the entire system or program is and how it works both the arrangement of the program flowchart and pseudo code and equally the program design itself. The source program is also attached as well as some print outs from the program.

SUMMARY, RECOMMENDATIONS AND CONCLUSION
SUMMARY
This project work through critical design and dedicated supervision has been carried out and presented as a contribution to the use of information technology.
The existing system was studied and this new system has been designed to take care of the inefficiencies of the old system. This system carries out traffic documentation processing with maximum security and accuracy. It is depressing that there is slow adaptation to new technology in various organizations. But I hope that after the introduction of this software, there will be a change.
RECOMMENDATIONS
Computer has become an indispensable tool to all fields of human Endeavour. For the management to be able to perform the functions which include planning, organizing, controlling, directing, coordinating and decision making? There is need for a computerized system.
When traffic documentation offence system is computerized, it will go a long way to help the management. I therefore, recommend this software to the commission, if not now, should consider it in future.
CONCLUSION
The conclusion of this project work is based on the advantage of computer-based system over a manual system. This project work in success has produced documentation software which can be used to by traffic officers to effectively document traffic offenders.
