- Analyze the extent to which federalism influences local government autonomy in Nigeria, with a focus on Dustinma Local Government.
- Examine the challenges faced by Dustinma Local Government in achieving administrative, financial, and policy-making autonomy.
- Identify potential strategies for enhancing local government autonomy within Nigeria’s federal framework to improve governance and service delivery.

LITERATURE REVIEW
Conceptual Review
Federalism
Federalism is a system of governance in which power is divided between a central authority and regional or local governments. This division ensures that no single entity holds absolute power, thereby promoting political stability and the accommodation of diverse interests (Abada, 2021). In federal systems, each level of government typically has defined areas of responsibility that are constitutionally protected, which helps prevent the over-centralization of power and ensures the autonomy of regional units (Adeyemo, 2023). The role of federalism in governance is to balance the need for national unity with respect for local diversity, making it a critical feature of modern democratic systems.
In the Nigerian context, federalism operates through a three-tier system, consisting of the federal, state, and local governments. Each of these levels is allocated specific powers by the Constitution of Nigeria, with the federal government exercising authority over national defence, foreign policy, and immigration, while the states handle matters such as health, education, and local law enforcement (Okafor, 2020). However, the degree of autonomy granted to the state and local governments has been a subject of ongoing debate, particularly concerning the fiscal autonomy of local governments (Akpan & Ekanem, 2023). The centralization of fiscal control at the federal level, through mechanisms like the State Joint Local Government Account, has led to concerns about the sufficiency of local government resources and its capacity to deliver services effectively (Jimo, 2021).
The evolution of federalism in different countries showcases the flexibility of this system. In countries like the United States and Canada, federalism has allowed for significant regional autonomy, whereas in Nigeria, federalism has been marked by a high degree of centralization, especially during military rule (Wale, 2022). Over time, the Nigerian federal structure has evolved to accommodate regional interests, but challenges in local government autonomy persist, reflecting the tension between centralized control and the desire for greater local governance (Eyitayo & Alani, 2019). This tension is central to the debates surrounding the future of Nigerian federalism, with many calling for reforms to ensure a more equitable distribution of power across all levels of government (Ammani, 2022).
CHAPTER THREE
METHODOLOGY
Introduction
This chapter outlines the methodology adopted in conducting the research on local government autonomy, focusing on the research design, population, sampling, data collection instruments, reliability and validity, data collection procedure, and method of data analysis. This structure allowed for a systematic approach to gathering and analyzing data, which aligns with the research objectives and enhances the credibility of the findings. By adopting a quantitative approach, the study aimed to provide a structured and statistically sound analysis of factors affecting local government autonomy in Nigeria.
Research Design
A quantitative survey research design was utilized in this study. This approach was selected due to its suitability for quantifying patterns and analyzing relationships within a specific population, particularly relevant for understanding complex governance issues. According to Saunders, Lewis, and Thornhill (2019), quantitative research designs enable researchers to collect data that can be systematically measured and statistically analyzed, thus ensuring the reliability and generalizability of results. This structured design was essential for identifying the extent to which autonomy impacts local government effectiveness and the challenges impeding its realization.
CHAPTER FOUR
DATA PRESENTATION AND DISCUSSION OF FINDINGS
Introduction
Demographic Information of The Respondents
The results in Table show the distribution of the questionnaires administered in the study. Out of the 120 questionnaires distributed, 109 were returned completed, representing 90.8% of the total sample. This indicates a high response rate, suggesting that the respondents were engaged and willing to participate in the survey, which is an encouraging sign for the reliability and validity of the study’s findings. The fact that 90.8% of the questionnaires were returned completed is a positive outcome as it exceeds common expectations for response rates in survey-based research.
On the other hand, 11 questionnaires were either not returned or were left incomplete, accounting for 9.2% of the total distribution. While this is a relatively small percentage, it highlights the potential challenges in obtaining complete data from all respondents. This non-response rate could be due to various factors such as time constraints, lack of interest, or the inability to fill out the questionnaire completely, and it may be important to acknowledge these limitations when analyzing the data. Despite the small proportion of incomplete or unreturned questionnaires, the remaining responses provide a sufficient sample size for statistical analysis.
The cumulative percentage reaches 100%, confirming that the total number of questionnaires distributed and the valid responses collected are consistent. The results suggest that the sample is representative of the target population, and the data obtained from the completed questionnaires can be considered reliable for further analysis. The high completion rate strengthens the overall credibility of the study and provides a solid foundation for addressing the research objectives.
CHAPTER FIVE
SUMMARY, CONCLUSIONS, RECOMMENDATION AND SUGGESTION
Summary
This study aimed to assess the challenges faced by Dustinma Local Government in achieving autonomy within Nigeria’s federal system, focusing on financial, administrative, and policy-making autonomy. The findings reveal several key insights regarding the impact of federalism, state-level interference, and the legal framework on local government autonomy, as well as the potential benefits of enhancing local government autonomy for improved governance and service delivery.
The analysis of financial autonomy indicated that federalism significantly impacts the ability of Dustinma Local Government to control its finances. The study highlighted that local governments in Nigeria heavily rely on federal and state government allocations, which limits their fiscal independence. This dependency hampers the local government’s ability to allocate resources according to local priorities, thereby affecting the quality and efficiency of public services.
Conclusion
Based on the results of the hypotheses tested, the study concludes that federalism significantly influences the autonomy of local governments in Nigeria, particularly in Dustinma Local Government. The findings from the one-sample t-test indicated strong evidence against the null hypotheses, suggesting that federalism, state-level interference, and the current legal framework limit the financial, administrative, and policy-making autonomy of local governments. Specifically, the significant t-values obtained for the hypotheses related to financial autonomy, state interference, and the impact of increased autonomy on service delivery confirmed that these factors play a critical role in hindering effective local governance in Dustinma.
Recommendation
The following recommendations were proposed:
- Strengthening Local Government Autonomy:To enhance the effectiveness of local governance, it is recommended that the legal framework governing local governments be reformed to provide more financial, administrative, and policy-making autonomy. This will allow local governments like Dustinma to operate with greater independence, make decisions that reflect the needs of their communities, and manage resources more efficiently.
- Reducing State and Federal Interference:Efforts should be made to reduce the political interference of state and federal governments in the operations of local governments. This could be achieved by decentralizing decision-making powers, ensuring that local governments have the authority to make and implement policies without undue external influence.
- Empowering Local Government Officials:It is essential to provide local government officials with the necessary administrative authority and training to enhance their capacity for effective governance. Empowered local officials would be better positioned to make informed decisions and manage resources effectively, improving service delivery in their areas.
Suggestions for Further Research
Further research could explore the comparative impacts of federalism on local government autonomy in various Nigerian regions, providing insight into how local governance is shaped by both national and regional dynamics. Studying different regions could reveal how specific federal and state-level policies influence financial, administrative, and policy-making autonomy across Nigeria’s diverse local government areas. Additionally, examining the perspectives of local government officials and community members on autonomy challenges could provide a deeper understanding of the practical impacts of centralized control and political interference on service delivery and governance efficiency.
Another valuable area for future research would be assessing the effectiveness of recent reforms aimed at enhancing local government autonomy in Nigeria. Investigating how new policies are implemented and their measurable effects on service delivery and resource management could offer useful data for further policy development. Research could also consider the potential for local governments to collaborate with private sectors and non-governmental organizations, analyzing whether these partnerships can compensate for autonomy limitations and improve overall governance outcomes in specific localities.
