Chapter One
Objectives of Study
The main objectives of the proposed historical study on the LSTC are:
- To comprehensively document and analyze the history of the LSTC from its establishment in 1988 up till the present day.
- To objectively assess performance and examine the reasons behind successes and failures during different eras of the LSTC’s history.
- To elucidate the influence of local and national political, economic and social conditions on the LSTC’s development and strategic decisions in different periods.
- To iluminate how the LSTC has interacted with and been impacted by various stakeholders like government bodies, employee groups, commuter organizations etc over time.
Chapter Two
Review of the Related Literature
The Lagos State Transport Corporation (LSTC) has a long and evolving history as a major provider of public transportation in Lagos State, Nigeria. Lagos State, centered on Lagos City, is the smallest state in Nigeria but has the highest population, estimated to be over 21 million residents in 2016 (Lagos Bureau of Statistics, 2016). Efficient, affordable and accessible transport is critical for this densely populated commercial center, but providing adequate transportation has been an ongoing challenge.
The LSTC was established in 1988 as an umbrella organization to consolidate and manage previous state-owned transport companies, including the Lagos State Bus Assets Management Ltd, Lagos State Ferry Services Company Ltd, and the Lagos State Traffic Management Authority (Lagos State Transport Management Agency, 2016). The LSTC was tasked with providing communally-owned public transport throughout metropolitan Lagos. The corporation owns a variety of transportation assets, including over 1000 buses, ferries, bus garages, workshops and other facilities. Over the decades, the LSTC has faced many challenges and changes while trying to fulfill its mission.
Several studies have examined different aspects of the LSTC’s history and operations. Okezie (1998) provides a broad overview of the LSTC’s first decade, from 1988 to 1998, describing early goals, challenges, and initiatives. Other studies like Mbara et al (2003) have focused on the performance and efficiency of LSTC’s bus services and how well they served commuter needs.Several studies highlighted ongoing challenges, such as Adeniji (1991) examining issues with the maintenance program and Aderamo (2012) investigating declining service quality.
Some studies also charted major strategic shifts, such as Oni and Okanlawon (2010) reviewing the bus rapid transit system implementation starting in 2007. However, there are gaps in holistically documenting the full history of the LSTC across its over 30 years of existence. Developing a comprehensive historical overview would provide important context for understanding the LSTC’s current issues and future trajectory.
